Cannot dial International numbers!!

When I needed to make an international call, VYL service did let me down as it does not dial country code 966.... I tried different numbers (landlines and cell phones) but all what it says is: "The number that you have dialed is not allowed at your calling level, please call customer service to extend your calling area"

I need your help to have this issue resolved.

For your information: dialing country code 966 used to work smoothly without any problems in 2008 and 2009
