misdirected connections

I have been experiencing misconnections the last couple of weeks when I attemt to call China. The number I call shows up on my call log however I keep getting connected with either a Chinese woman or an English speaking man. I have to keep trying 4 - 10 times before I get the person I want to talk with. Since the correct number shows up in my outgoing call log, I wonder if it a problem with VOIP or with the land lines on the Chinese side. Any suggestions, so I can stop waking up this poor Chinese woman?
