calling German cell-phone number

Some time back I tried dialing a German cell phone, number +49 (160) xxxx-xxxx. I was blocked. Is the VYL switch not programmed to accept +49 numbers with 3-digit area (city?) codes?

Please call into our customer service line and explain the problem so we can take a look at it. It may be something we need to lift on our end or maybe a feature setting, but there shouldn't be any problem to an international number.
